She is supposed to be mid-transformation, either from mermaid to woman or vice versa. Some time during the design process I read a news article about a girl born in Peru with a condition called sirenomelia, or mermaid syndrome. They named her Milagros (which means miracle) because it was a miracle that she survived. So then I decided to try and make this mermaid look Peruvian, and put a llama motif in the background.
